U.S. Solvency Modernization Initiative (SMI)

Ms. Urias served as Chair of the Solvency Modernization Initiative (SMI) on behalf of the National Association of Insurance Commissioners (NAIC). SMI is an assessment of the U.S. insurance solvency regulation framework and includes a review of international developments regarding insurance supervision, banking supervision, and international accounting standards and their potential use in U.S. insurance regulation. SMI began in 2008 and focuses on five key solvency areas: capital requirements, international accounting, insurance valuation, reinsurance, and group regulatory issues. SMI highlights the strengths of the state-based national system of insurance regulation and identifies potential improvements to the U.S. insurance regulatory system.
